The Head Start Program promotes school readiness by enhancing the social and cognitive development of preschool children three to five years of age in income eligible families in Barbour, Marion, Monongalia, Pocahontas, Preston, Randolph, Taylor, Tucker, and Webster Counties. The North Central WV Community Action Association Head Start/Early Head Start Program has emerged as a leader in collaboration with County Boards of Education in the implementation of Universal Pre-K education. Offering preschool children the opportunity to receive education in schools in their home attendance areas is one of the major goals of Universal Pre-K. Through partnerships, children and families are able to receive support services such as health, nutrition, and social services. This system enhances parent involvement in their childrens’ learning and helps them in making progress toward their educational, literacy, and employment goals.

Eligibility

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

MISSION ACCOMPLISHED Upshur Human Resources, Inc. Head Start Program has excelled to a county, statewide, and a nationally recognized exemplary program. Recently, the UHR Head Start Program received reaccreditation by the National Association for the Education of Young Children (NAEYC), and in October 2011, the national Office of Head Start conducted a triennial review and determined that the UHR Head Start Program was in compliance with all applicable Head Start Program Performance Standards, laws, regulations and policy requirements. They noted that areas of strength included program governance and team efforts. The UHR Head Start Program has expanded from its early beginnings of one center and one classroom of 20 children to five centers and ten classrooms service a total of 193 children. In 2002, a partnership with the local board of education serving four-year old pre-school children was established. To date, that partnership serves 77 four-year old children. Staff, funds and services are shared between both agencies. All teachers are certified and teacher assistants meet required certifications. UHR Head Start provides an array of services to Upshur County income eligible children and their families. Center based and pre-kindergarten services are available to UHR Head Start children. Based on the development of children, Head Start offers a balanced educational curriculum with special emphasis on the childs emotional, social, health, nutritional and physical needs. Family needs are met through a network of community resources. None of this would have been possible without the TEAM efforts of the Board of Directors, Policy Council, employees, and parents.

RESA 8 Head Start/Pre-Kindergarten is a collaborative effort of parents, staff, and community partners that provides quality early childhood education for young children as well as services for families. RESA 8 Head Start/Pre-K is accepting applications for children who are four years old before September 1, 2009 in Berkeley, Jefferson, and Morgan counties.

In Jefferson and Morgan counties, applications are being accepted for the home based program for children who are three years old before September 1, 2009. For applications, please call (304) 267-3595. Parents and guardians who have already applied will be receiving notices from us throughout the summer about orientation dates and documents that we still need for your child. Staff members are working part time during the summer, and you can call if you have any questions.

In Berkeley County, call 263-5811, Jefferson County, call 724-9942, and Morgan County, call 258-5335.

Head Start is the premier pre-k provider in the nation. Through the use of evidenced-based curricula and best practices, Head Start addresses the cognitive, social, emotional, and physical well-being of each child in the program. Not only does Head Start address the needs of the child, but the needs of the entire family are very important to Head Start. RCCAA Head Start uses Creative Curriculum in the classroom to spark curiosity and promote learning. Our Family Services department works with the family to address any areas of interest to parents or guardians. Head Start addresses health, mental health, and the nutritional needs of the child throughout the program. Head Start provides transportation to and from each center for the convenience of the family. Raleigh County Community Action Association (RCCAA) Head Start offers comprehensive services to eligible 3, 4, and 5 year old children at 8 sites throughout Raleigh County.

Monongalia County Head Start, as a Delegate of North Central West Virginia Community Action Association, Inc., is a federally funded program operated by the Monongalia County schools.This free program serves children ages 3 and 4 in school settings. Priority is given, according to a predefined Selection Criteria, to children age 4 by September 1 of the current school year, children with identified delays, and children who have transitioned from Early Head Start. Although most families must meet income guidelines to enroll, over-income spaces are also available.

MountainHeart Community Services operates a Head Start and an Early Head Start Program in Wyoming County, West Virginia. While both programs focus on the whole child philosophy of child development, the Head Start program serves children ages three to five while the Early Head Start program serves pregnant moms and children from birth to three years of age. All areas of the child’s development are important for a child to succeed in school and in life. Parents are considered the first and most important teacher of their child.

Eligibility

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

A child is eligible for Head Start if the child is three years old prior to September 1 of the current enrollment year and not age eligible for public school kindergarten. Children under the age of three and pregnant women are eligible for Early Head Start. The Head Start program may accept children on their third birthday throughout the program year. Head Start/Early Head Start is a federally funded program that is required to fill at least 65% of its enrollment slots with families whose income is at or below 100% of the federal poverty guidelines while 35% can be at 130% or below the federal poverty guidelines. Head Start/Early Head Start may serve families over the poverty guidelines for up to 10% of its funded enrollment. Ten percent of the enrollment slots must be filled with children with disabilities. Recruitment Application packets for Head Start and Pre K will be accepted at each year’s Kiddie Fair. At that time, completed application packet (those with all portions of applications completed and with birth certificate and immunization records attached) will be placed into the 2011-2012 program based on their selection criteria. Parents with incomplete applications will be contacted to obtain the necessary documents to complete the application. As these are received, the applications will be placed on the waiting list based on their selection criteria. In the case of a tie for the selection criteria score, preference will be given to the applicant with the earlier date of submission on the application. There will be scheduled dates each year which the completed applications are moved from waiting list status to enrolled status as there are available slots in the program. It is the mission of Braxton County Head Start to establish and maintain a thorough system for the purpose of educating and supporting the family unit.

Eligibility

Children who are 3 to 5 years old are eligible for Head Start services. Pregnant women and children from birth to 3 years of age are eligible for Early Head Start services. Children and families who are homeless, in foster care, or receive TANF or SSI are also eligible for services. Eligibility is determined by Head Start program staff and some families may be eligible for services if they are determined to be at or below the federal poverty level. Some grantees enroll a percentage of children from families with incomes above the Poverty Guidelines as well.

The Council’s Head Start program provides diverse services to meet the educational, health, parent, community, and social service needs of our children and families. We serve children between the ages of three and four, along with their families, all of whom are either at or below the federal poverty guidelines.

Our Head Start program offers year around enrollment for three and four year old children who have attained that age prior to September 1, 2010. The only other eligibility other than this age requirement is income eligibility. All applicants must meet Federal guidelines as it relates to income.
